Later that day, he commented on the possibility of a government shutdown and its impact on federal employees and military personnel. Grassley wrote, “I hope Pres Trump has authority to pay the troops while in govt shutdown +I hope he has authority to pay all furloughed employees &bring them back2work If he does he should use that authority 2stop the blackmail that Schumer is using by holding govt hostage Stop Schumer Shutdown”, referencing President Trump and Senator Schumer in his remarks about ongoing budget negotiations.

On October 13, Grassley raised concerns about government surveillance practices targeting members of Congress. He stated, “My Senate colleagues didnt kno the fed govt swept up their phone records & the FBI still hsnt found a SINGLE document explaining any legit basis for taking action We need explanation 4 this breach of privacy & how far it went ASAP Count on this Senator 2 get answers”.
