Unfortunately, until we raise penalties for this kind of illegal smuggling, the CCP will continue sending its agents to attack American agriculture. That's why I introduced the PLANT Act to increase penalties and hold foreign actors accountable." According to congressional records, the PLANT Act was introduced with the aim of increasing penalties for individuals involved in agricultural smuggling operations targeting U.S. farms.
